Fraud, She Wrote: Using Service Indicators and Rules Engine to Prevent Fraud

As with many community colleges statewide, Long Beach City College began to notice a significant uptick of suspicious accounts in late 2021. LBCC’s Information Technology Services department partnered with Enrollment Services to begin tracking suspicious activity and assigning service indicators to block further activity based on specific data patterns. However, as the method of the perpetrators became more sophisticated, the college needed a more complete way to screen fraudulent activity based on admissions data, enrollment behavior, and financial aid data. A Fraud Screening Dashboard was created, leveraging delivered Rules Engine to assign Service Indicators to students based on a flexible scoring system. Rules, scores, and thresholds for assigning Service Indicators could be quickly adjusted by superusers to be more responsive to new and emerging patterns. The Fraud Screening Dashboard allows Admissions & Records and Financial Aid staff to quickly view flagged students, removing hold from true students and preventing any unnecessary delays, while allowing them to quick add holds to student accounts that had significant markers for fraudulent activity.
